Can't say much yet, but I do think it has potential to replace exhaust for AD carries with long ranges like Caitlyn who are gearing up for late game team fights by having that sizable 35% ATS. I think cleanse should be the new core for AD carries, because most AD carries die due to some CC (stun, slow) provided by enemy laner or jungler. Cleanse is essentially a flash in that it will most likely save the carry's life.

Kayle was the one I was thinking of this being a must on her. Just gives her everything she needs. Would be nice on akali, jax, and orianna too. but not a must i think

AP Twisted Fate could benefit a lot with Surge. Lots of AP + AS which triggers E.

I can see the value of the spell, but I think after early game when people start to get more attack speed/AP in a match they will wish more and more that they had used that slot for exhaust/ignite/flash/ghost.

Nevermind, these are champs I'd try taking Surge with.
Everyone benefits from AS while having skills tht scale off of AP.
Also most of them dont need the slow or dmg reduce from Exhaust, at least.

Hybrids who benefit from Attack Speed and Ability Power will like Surge most.

Otherwise, it's not as impacting as Exhaust when it comes to combat.
