The Bruiser build still lets you kill people, but you'll do it over time and you'll be a lot tankier for team fights. It's not as strong at carrying, since getting picks solo is more difficult (the enemy has more time to escape or get help), but it guarantees you won't be useless in team fights.
For example, I used the bruiser build against a team with Renekton, Rek'Sai, Sylas, Miss Fortune and Maokai. I could probably kill any of those champions with the Assassin build if they were alone, but when grouped, my only viable target would be MF (and she built Zhonya's Hourglass that game). Instead, I was able to fight anyone on their team, even in team fights, since I couldn't be bursted through Sterak's Gage and had enough DPS from Lethal Tempo to kill their tankier guys.
I ended up overhauling the Threat Meter (matchups) in the cheatsheet since it didn't really reflect when I chose to pick Nocturne and a lot of the jungle matchups weren't common enough for me to safely comment on. Instead I added a number of matchups across several roles as well as some common jungle picks. Hopefully the new Threat Meter will help you guys know when to pick Nocturne and when to avoid him (or just be prepared for a tough game).

Thoughts on the Enchantment: Warrior + Statikk Shiv build path? I've tried in one Normal so far and it went well. I've actually had some good success building Ravenous Hydra first item (and only buying the jungle item for the combat summoner). The base stats + splash damage + lifesteal seem to give me an edge in early scrums though I think Enchantment: Warrior offers a stronger power spike for assassinations and duels.
The one or two times I've played against a Xayah, I've found you can't just dive on her. You have to threaten her enough for her to pop her ult while you still have your gap closers. Spell shield the stun then murder her. But of course that is me playing at a low gold MMR, so ymv.
Imo Warrior is too good of a powerspike to give up or delay for other items though.
Yeah I agree about the Xayah thing, but when you have all this conditional elements on the enemy team, you're much more likely to be sitting around useless until someone blows a cooldown. It's a huge disadvantage to have to force your team to blow her ult before you can threaten her.

Not sure on the phylol build. Re Ravenous Hydra I just noticed that Noc had a 55.5% winrate when building it as a first item (LoLalytics), which was a much better rate than the other items at least at the time I looked at the stats so I built it first in a couple of games and it felt like a solid buy, especially when I jumped onto a target that quickly got some peel (often managed to take down the target and the peeler).
Warrior + Statikk - my quick thoughts are it feels potent but also somehow more awkward than the previous iteration of statikk (like it doesn't proc predictably), but that may be because I'm simply not used to its updated behavior. Also I felt like I was having to use more mana for my jungle clears than when I went Tiamat first, which left me having to husband it more to be able to make plays around the map. But I was also trying an 18-0-12 build at the time and using Warlord as my Keystone which kept me nice and healthy on my jungle clears, but may have indirectly influenced how I was using mana.
Agreed on Xayah. She is awkward to play against because of her ult and having to keep track of the things that she leaves behind you.
Tbh that Tiamat shouldn't make that much of a difference in terms of mana. After your initial clear, all the camps are pretty easy except maybe raptors. That's the only time I really notice the tiamat anyway.

May have just been that particular game. E.g. Little breathing space between clearing camps and fighting or fights starting right when you would really like to back and top off/buy.
