It doesn't proc on certain spells though.
Parrrley, Mystic Shot and, Double Up do not apply the slow from rylai's because they count as auto-attacks.
I do not have Fizz so I can't check if his Q will apply the slow or not. Anyone care to check?

These skills don't proc Rylais because they do PHYSICAL damage, and Rylais apply slow on MAGICAL damage

No, Rylai's applies slow on on all skills (except for the exceptions he listed) regardless of damage type.
