What they're working on now is a "bank" system.
The big creep builds up gold and EXP over time for not killing it, as well as when it respawns.
This makes counter jungling more effective while also not penalizing people as hard for failed ganks.

With a "bank" system the jungler is forced to get his camps as soon as they respawn, detouring him from ganks. either that or you're forced to ward a lot more in your own jungle because if you let a creep store and they steal it you lose a lot.
Say whatever but the old jungle timers/exp/gold drew a line between a good jungler and a bad jungler, they just do no more.
Also how are they encouraging aggressive play when losing your smaller camps might mean a huge disadvantage.
As things are now they gave a edge to aggressive lane play because junglers ain't no longer able to gank with force, the bank system risk is to make it so that leaving the jungle is like leaving a turret unattended.

Not really.
It's skill to know when a gank is worth more than a camp clear, and then, it's skill to know where the enemy jungler is.
It's more about adding pressure to the jungle, instead of having it just be a free cs jungleparty.

Pretty much they are trying to balance the XP and Gold more since the feedback they received from the community and pro players was negative. As in slower Jungling etc.
