Obviously, Phoenix has a much faster speed while jungling. I've seen some junglers go 3 into Phoenix and then max Tiger late game.
For laning, Tiger is superior due to the harass potential that it has, while with Phoenix you'll push the wave faster ( Which can be a positive or negative effect ) and you need to charge up to your third Phoenix hit.
Tiger scales off AD, while Phoenix scales off AS.
Talking late game teamfights :
Tiger can do nice damage, but you have to constantly renew Tiger Stance to get it's proc. The attack speed is nice as well.
With Phoenix however, you need to be constantly attacking targets. You get extra AD ( You also get AP, which ever so slightly increases Phoenix damage as theres an AP scaling ) along with a small burning aura that deals additional damage. NOTE - Phoenix's persistent effect along with his third hit proc does AoE damage, which is why his jungling is so strong.
Obviously, you'll probably want Tiger for teams that can kite easier. However, if the enemy team has several melee champions that like to get up in your face, Phoenix will do more damage, along with the fact that you dont have to constantly spam it to keep your damage up.
TLDR ; Tiger for lane, Phoenix in jungle, if you feel that one stance does not work against the enemy's team comp, you can put 3 points into Tiger if you're laning/Phoenix if you're jungling and then switch it up late game and dump 5 points into the other attacking skill.

Phoenix scales off AS, not AP. You get AS on Phoenix Udyr to get that 3rd proc more often.
But it scales off ap. It does not scale off as more than yi passive does. However as makes it way more efficient. And a good combo with wits end.
