Cost effeciency is dependant on the item not on the role a champion is playing.

Why does it work that way?

Because if i had a bad game then i might not be able to make it to warmogs. If i have an amazing game i can buy three.

Nah, Cost efficiency is dependant solely upon two questions.

1. How will the item in question affect your current stats.

2. Will a different item/stat be more effective in terms of benefit/cost?

That is cost efficiency.

A Champion has 1000 health and 100 armor/mr.

Would buying Warmog's armor, or a GA and a Null Magic Mantle be more effective?

With Warmog's Armor, you get 2370 health, making overally 4740 effective health.

With GA+Null Magic Mantle, you get a total of 1000hp, 168 armor and 162 mr, so your effective health is 1000*2.65, so, 2650 effective health.

That's a poor example considering the extremely low health value, but basically, effective health is the first question when considering tank items.

After that you consider what is proper for the occasion.

I.E. Are you fighting five Rivens?

Build all the Armor you can afford :D!

You cant compare sth like GA and Warmogs... since you tried to adjust their cost but didnt consider that you cant evaluate a 10min upgrade time and that revive.

Early HP is always the way to build tank but thats as far as a Giant's Belt goes for example.
Plus normally there arent 2 equal threats dealing magical AND physical dmg who has to be taken care of at the same time. (Youre not laning against both/one got feed/one is focus target/one is bad...)

Get some lil HP first and beef up yourself against the highest threat with some ar/mr, after that its just observing the game flow, thats the most COST efficient way (which is the greatest problem on tanks).
Ofc there are still special cases, but thats just special and not core.
