This is a pretty good post just want to say that. I think the flaw in logic is that you don't always need extra movement speed tenacity dodge spell pen etc etc.
These are the only boots that effectively raise AD character damage. In theory more survival / movement speed can be better and maybe even in most cases but you can not use one case to rule them all.
It's like saying stacking dorans items are always a bad move.
The gold cost really matters here.

Spell pen boots raise damage too.
The AS boots offer surviability more often if you have a life steal item/runes/masteries (which most AD carries will have by this time) which is why I believe they are the most cost-effective item for them to get.

Buy them because their cheap and effective, switch to merc treads or tabi later.
