He could do far better with Vayne/Kog, for example.

How can you say hes UP if he can farm or get fed and solo a whole team? It'd be better if you had said that he can be easily countered

Twitch is not UP at all, but he is easily countered. Make sure your tank/support always has an oracle and focus him once you spot him. He is terribly squishy late game. I oneshotted a Twitch with Morgana's Q while he had 50% of his health in late game once. Also, since most Twitch players take armor shredding items and Twitch deals burst damage, make sure you have lots of bonus hp.

You know what's weird? I main Twitch and I've seen less oracles this week than i usually do O___O

Meh Twitch can get fed early, but it will be useless unless his team can effectively 4v5 while he gets into a sneaky position to ult your whole team late game.
A funny way to deal with twitch is just buy pink wards. Once you see where a teamfight is ab to take place just drop one right in the middle of the action. 9/10 times there will be a stealth twitch feeling safe enough to walk right through your team since nobody has oracles and hes an instagib.
Idk I feel like pinkwards are underrated. Oracles are more about map control, pink wards are for things like twitch.
