im not sure but i think you have this wrong, i think last whisper takes 40% away from their armour after all reduction and pentration, so against that graves it will only be giving you around 20 armour pen so its pretty useless when use with black cleaver, i would for 1 not both and then buy another damage or survivability item
Hxxud is correct, the order is % armor reduction, flat armor reduction, flat armor penetration, % armor penetration.
Additionally, note that Weapon Expertise is PERCENTILE armor reduction, like Last Whisper, which stacks multiplicatively.
As such, using your example of a graves with 125 armor (mean of 110 and 140), you would hit him as if he had:
80 armor from 3 stacks of Black Cleaver (-45 armor)
49 armor from runes/penetration masteries (-30.93 armor)
27 armor from Last Whisper and weapon expertise (-22 armor) -- (49 * .54 = 26.46)
Therefore, if you leave out the last whisper, you will hit graves as if he had:
80 armor from 3 stacks of Black Cleaver (-45 armor)
49 armor from runes/flat penetration masteries (-30.93 armor)
44 armor from Weapon Expertise (-5 armor) -- (49 * .9 = 44.1).
If you leave out black cleaver, you will hit him as if he had:
96 armor from runes/penetration masteries (-30.93 armor)
49 armor from last whisper/weapon expertise (-47 armor) -- (91 * .54 = 49.14)
Therefore, with your runes and masteries, Last Whisper is worth 22 armor penetration if you have black cleaver.
This DOES assume you have 3 stacks of Black Cleaver, any less and the last whisper will be more effective. Though, I think that with AD Nid's attack speed buff, 3 stacks on Black Cleaver is not an unreasonable assumption.
As you can see, you've grossly over-represented how effective stacking both Black Cleaver and Last Whisper is.
I'm not saying this means that stacking both is necessarily bad, but perhaps you should reevaluate whether you still think both BC and LW are optimal. As I don't play AD Nidalee, I can't say that you wouldn't think that 40 ad and 22 armor penetration is worth an item slot. Personally, I think I'd rather have more raw damage.
If a target has negative armor, the amount of bonus damage is equal to the amount of damage reduction caused by that positive amount of armor.
The current meta-game is dominated by bruisers who have relatively high armor. With my build you'll be dealing higher than true damage to ranged ad carries, ap mages, most supports, and some junglers. Your damage will also be extremely high on tanks such as Rammus.
Example: Your typical Graves will have 110-140 Armor at level 18.
