Sorcery, Elixir of Brilliance and Blue Buff should usually cover enough CDR (giving I believe 4 + 10 + 20% cdr = 34% cdr). The max you can get is 40% anyways, and getting Morelloo's Evil Tomb will put you way past that line. Otherwise people will just get Deathfire Grasp or straight into other high damage output/survivability item.

I used to buy it all the time on Lux, but since you get the same cdr, and more mana regen from blue buff I decided to stop buying it. You will miss the 75 AP but there are other items that give more AP, so I think you can do without it...
Might be nice as late game item when you are in teamfights all the time, and when you are not able to get blue buff anymore.

Blue buff is always for casters / AP mid.
That with masteries and a blue pot is sufficient.
