I admit that I mainly ran through this guide without reading it, even thought it isn't long.
The guide looks fine, I love the your layout and I can see a good amount of time went into this.
I'm not an experienced GP player (I must be one of the only people in LoL who never played this pirate). So I cannot judge your build, runes, masteries etc. But isn't Flash/Exhaust more viable for a melee character like Gangplank?

The days of flash and exhaust have unfortunately gone out of the window (although they're still in the front garden). Wasn't too long ago that in numerous tournament matches we didn't see a single exhaust with the main summoner combinations at top lane being Flash/Ignite or Flash/Teleport. In our current "snowball meta" (although its been like that for some time) Ignite helps a lot more to secure these early kills and teleport is self-explanatory.

Summoner Spells
Should include somewhere in the context of the Teleport description the words "Dragon control" or "objective control" cause that is one of the primary uses of Teleport all game.
I'm pretty sure I have that in there :P
In terms of item sequence it tends to best to Warmog's Armor after Wriggle's Lantern as to farm up its passive, getting it so late you may as well be getting Frozen Mallet.
It doesn't actually take that long to farm up the passive tbh, especially considering the amount of global assists he gets in a game with his ultimate. My early game build is aimed at being as strong as possible in the lane and even then I'll usually have completed the Warmog's around 30ish minutes
Personally I'd thought that GP5 items like Philosopher's Stone and Heart of Gold should be given a mention in "farm lanes", keeping up constant harass against "easy" match-ups by increasing mana efficiency or when you see that your going to be getting Randuin's Omen later then best make use of the gold regeneration of its in-built item for it.
It's briefly mentioned in there, I'll make it a bit more clear
Pros / Cons
When a champion has a good chasing ability it more or less also means that he has a good escape ability which does indeed apply to Raise Morale - just have to watch a game of Wickd to see its effects - so that should be included in the passage to be made more precise.
Summoner Spells

In the Tier 1 paragraph adding "or Ignite" to tag along the end of Exhaust as to clarify for any novice players.

I reckon its worth having a separate "Support items" section and putting Aegis of the Legion aside in there. As Stark's Fervor is very good when running certain team combinations. I'd thought that Rumble would be an 8 cause without that early kill to snowball on.. yeah hes a pain. :-P
