If nothing else develops on that account in a day or two, then report it. It might just be someone who saw a build, like yours, and downvoted for not reading the whole thing. Another possible explanation, friends of that original DV-er. There's nothing we can do against that.
It's very hard to cheat the IP voting system that MOBA has in place. Just sayin.

Don't know much about IP addresses, but wouldn't creating the fake account on your mobile phone be a simple way to get past it?
It wouldn't matter so badly if the guide had like 50 votes. But it didn't, it had 10, so it hit it hard. It went from 74% to 69% in rating, and dropped 3 places on the top ten Talon guides. It's so annoying that after I spent all that time fixing up the guide so that it would remain high-rated when I unarchived the guide again that all that effort gets undone by someone with a probably low-quality guide wanting to be further ahead in the top 10 Talon guides. Now to regain the rating I lost I have to wait for someone to notice my guide again which has gone from 3rd top rated Talon guide on mobafire to just another one of the low rated Talon guides on the top 10.

You have to choose the very last option on the report page to actually submit a report. I will update the text to be clearer, however this list on the report page was put in place to reduce the burden on our mods for reports that they could do nothing about.
If you suspect someone of cheating the system to vote multiple times, go ahead and use that last item on the report page to report them.

I know there's a report button, but when I click "Report trollvoting", it links me to a thread to check whether my case is valid. I think my case is valid, but it doesn't tell me what to do once I do think my case is valid. There doesn't seem to be anyway to report the person after doing that. Help pls.
