Stark's Fervor was replaced with Zeke's Herald, which is now almost exclusively for supports. Builds out of 
Kindlegem now and gives CDR. It lost a lot of stats including the armor reduction aura, but is a cheaper item so supports can pick it up more easily.
Locket of the Iron Solari is a new option to build out of Heart of Gold and the altered Emblem of Valor for supports or tanky champions.

The biggest difference is probably that most casters now run 21/0/9.
Supports are now the only champion type to have good use of 21utility.
Most tanks now run 0/21/9.
Riot added a bunch of runes, but none of them are especially good..
