15% CDR Boots

So wait, you feel that the CDR boots are useless? 15% CDR comes from a Frozen Heart. If the boots cost as little as most people suggest, then I think they'll have a rightful place in the metagame somewhere. There's a reason why some people constantly want blue buff (Garen, Tryndamere, Katarina, etc.) and just being able to replace old boots for a whopping 15% CDR is a pretty damn good thing if you ask me. Sure it gives up some CC reduction but you shouldn't be getting caught with CC depending on what character you're playing.

Actually, Frozen Heart gives 25% CDR.

Still, I support the CDR boots since they'll be a great alternative to Boots of Swiftness on many champions - say that the game is going in a direction where you don't need Ninja Tabi or Merc Treads (GASP). A character like Shen, Garen, or Tryndamere would welcome these boots.

Oh **** I'm ******ed. Well whatever much CDR it gives, other items cost more and give an arguably less beneficial 2nd effect (movement > other **** IMO)

The question is, on which characters is it really worth it to give up the utility from Merc, the magic pen from Sorcerer's, or the dodge/armor from Tabi? Honestly, I can actually see Lux and Morgana both using these boots instead of Sorc Shoes. That goes for most utility champs in general (Janna, Soraka, maybe Taric)

Sorc Shoes are SO good early game and for characters that don't build MR since it makes their MR negative, amplifying damage so much more.

But yeah, I can see manaless heroes making good use of these boots, but personally I think survivability or damage amp would work so much better. Simply because things like Glacial Shroud offer 20% CDR for 1600 (as well as armor/MP) where Spirit Visage offers 12% CDR for 1250 (as well as MR/HP). They're cheap options for CDR and lets you be more offensive or defensive with the boots.

Well the point of having a Doran's item is so that you have to sell it late game because its benefits are becoming sub-par.

Also, who could really benefit from small amounts of armor, HP5, MP5, AP, AD, lifesteal, and health?

They voted 4:1 for boots; they didn't know what the effects of both items were pre-voting. So the Doran's effects remain unknown.

With proper Doran's item usage and stacking, most people still have 1 or 2 (assuming start 3) by end game; games usually doesn't go that long where ALL of the Doran's items are sold off. Plus, for their cheap price, Doran items actually offer quite a healthy stat boost.
