Actually, Frozen Heart gives 25% CDR.
Still, I support the CDR boots since they'll be a great alternative to Boots of Swiftness on many champions - say that the game is going in a direction where you don't need Ninja Tabi or Merc Treads (GASP). A character like Shen, Garen, or Tryndamere would welcome these boots.

The question is, on which characters is it really worth it to give up the utility from Merc, the magic pen from Sorcerer's, or the dodge/armor from Tabi? Honestly, I can actually see Lux and Morgana both using these boots instead of Sorc Shoes. That goes for most utility champs in general (Janna, Soraka, maybe Taric)

Sorc Shoes are SO good early game and for characters that don't build MR since it makes their MR negative, amplifying damage so much more.
But yeah, I can see manaless heroes making good use of these boots, but personally I think survivability or damage amp would work so much better. Simply because things like

They voted 4:1 for boots; they didn't know what the effects of both items were pre-voting. So the Doran's effects remain unknown.

With proper Doran's item usage and stacking, most people still have 1 or 2 (assuming start 3) by end game; games usually doesn't go that long where ALL of the Doran's items are sold off. Plus, for their cheap price, Doran items actually offer quite a healthy stat boost.
