Ok, a few things.

First, check out Jhoijhoi's guide on making guides, it will help you with coding, images, and general color. You have a lot to say here, but people probably won't read it in this format.

As far as your items go...you need more damage. I agree that Noc is less effective as a glass cannon, but you don't have a single straight damage item, and you won't be able to keep up with any carry.

Skill sequence: you don't max any skill early, which his problematic. Especially because you are having damage problems, you need to max you Q right away. +55ad at lv 9 will make a HUGE difference. As a jungler I always max fear next, making your ganks that much stronger. Maxing your shield next is tempting, but you get the active from just one rank along with 20% attack speed; by putting 4 more ranks in it, you are only increasing it another 20%.

Good start, but some changes would help.
