I think this item has much potential. I saw the idea of an AP/AS hybrid Fizz somewhere and I've tested it alot, with Surge and spells as summoner spells. The problem is that you lack al form of sustain or armor, while you dont do as much damage as you'd want either. Plus, Fizz isn't the best laner so he has some problems with gathering the gold for his items.
I've experimented with numerous builds but I can't seem to find an effective one.
BTW, this item is killer in combination wih Malady.

People who have no use for AS/AP unlike other, please shh before those items we actually find great uses for cease to exist. I used to remember when I was relatively new and I wished there was a good item for AS/AP and I found Nashor's Tooth has that and more. Leave it alone.

Is it a luxury on-hit item, but it's terribly gold inefficient because the characters that scale well with CDR are spell casters, and the people that scale well with attack speed are generally autoattackers.
I feel that Kayle, Kog'Maw, and Orianna would all be okay with it, but Kayle's problem is her poor AP scaling, Kog'Maw's is that he is much better played as a pure AP or AD carry, instead of a hybrid carry. Orianna's problem is that she is better played as an AP carry, in order to abuse her really large burst potential, and her high ap scaling.
