Your stored fat is energy. This means that you have the tools available to build muscle right now, and as you work out and use that energy to build muscle, the fat will inevitably burn away as long as your diet doesn't change too drastically.

Get to it! if you're not feeling strong or something like that is holding you back, try to do 10 push ups every couple hours. And squats :) Almost everybody can do squats ^_^

I do alot of physical fitness and sports... cross country, track, soccer, swimming, and a whole bunch of other stuff. But its not because I want to. Its because my mom forces me to;)

You forgot to mention that slimming down would actually be pretty stupid. The best and fastest way to grow muscle is actually to get fat while you work out and slim down after a few months. If someone wants to grow muscle while staying slim then it'll take a lot longer.
