It's because Madred deals more damage the more HP your targets have. Enemies just don't have that much HP before lategame. Lategame is the only place where Madred is truly useful.

True, then again, Madred's aren't even that necessary on Shyvana. There are far many other items that synergize with Shyvana's abilities and her kit way much more.
If anything,
Wriggle's Lantern should be the only item bought if you went with Madred's Razors.

It's a BAD item before lategame. Even in lategame you're often better off with AD items than with on hit items because of her W.
It is NOT incredible on her. It's good and ONLY in lategame.
