This just raises the HP required to make it stat-efficient from 980 to 1492. With only 2k HP, it'd still be worth a net gain of 397.22 gold, in terms of stats.
The hit to the ratio raises the HP required to make it stat-efficient to 1306, which is lower than the above. With only 2k HP, it'll still be worth a net gain of 406.67 gold, in terms of stats, which is higher than the above. For relatively low HP values, nerfing the ratio seems to leave it better (in terms of gold efficiency) than increasing the cost.
At a guess, Riot chose to nerf the ratio instead of increasing the cost to hit people who stack tons of HP for Atma's harder than those who build it as part of a more varied build. It remains an extremely good item, and I doubt that replacing it in any builds that use it is a good idea.
