I haven't tried AP Kog, but I have tried AP Ezreal.
He's really strong early game, in my opinion. You can constantly poke your opponent with your W and then finish them off without them even knowing with your R while last hitting minions. Just time your autoattacks right on low health minions. It's a basic skill every caster mid needs to learn anyways.

I don't really think AP kog is viable at all.
His ap ratios are
Q: 70%
W: 1% per 100 AP
E: 70%
R: 30%
If you were to build ap you would max Q Then W then E and taking R whenever you can. You would have a pretty bad early game and your effectiveness in team fights would be rather low. You would also through out what makes Kog different. The ability to do high damage from long distances.

^ AP Kog can be absolutely terrifying. Remember, you're talking about a 30% AP ratio on a skill with 2200 range and a one second cooldown.
His ult actually has 45% ratio because it does 150% damage on champions.
At max Cdr it's on a .5 second cooldown.
So yeah it's pretty insane DPS, and the other team won't even be able to reach you.
But I like AP
Ezreal better because his ult is global and he has higher burst ;D

Why on Earth would you build Q first? E gives you a slow and hits more than one target. AP kog is viable, but not the best for mid.
AP Kog owns mid! Sure, he might not be the best, but he can rip his enemies apart..

In a fight between AP Kog and AP Ez, Kog'Maw would absolutely destroy Ezreal. Kog has more damage in just his ult than almost anybody else in the whole game, especially as AP. He also has a slight range advantage over Ezreal.
Although... If you play Ezreal as an AP assassin, he would kill before Kog even knew he was there.
In my opinion, both are slightly better AD.
And Kog has a range advantage on almost everybody in the game. For that reason, he can safely fight through all portions of the game without too much danger.

If you're build AP your Q will act as a single target nuke. Meaning it will be doing the bulk of your damage when building AP. While you could max E first assuming you go mid being able to hit multiple targets is pretty useless. It also costs more meaning you'll run out of mana. AD kog is simply better as his skills were designed to be used AD. Q reduces armour, and W grants AA additional range.
