I think he is fun, though I feel the damage is a bit low. As he has problem killing something without using the ultimate.

Not really, he can stand from a safe place behind the tank/bruisers in a team fights and still be able to reach and kill their carry with his spells. Sure, he ain't that strong without his ultimate, but giving him high kill potential without it, and with that range, would make him insanely OP..

I don't agree with that. His ult is AOE and can be cast three times. Also, unlike many AP Carries, he can literally stay behind your tank and not get close to the fight and deal damage.
