As far as I know, it can block basic attacks and on-next-hit abilities like 
Siphoning Strike. It can't block regular spells though.
It can also reflect monster attacks and large minions like Super minions or cannon minions, though most of the time you'll probably be using it against champions unless you're jungling.

it can block everything including auto-attacks, and skills that act like a "auto-attack". eg. siphoning strike.

Minorly echoing things here but it blocks all basic attacks and all abilities that act like attacks such as Double Up, Parrrley and, Mystic Shot.
If it has some short of bonus effect on it, it will not block the effect but you will not take damage.
