30 fps is the max that the stream captures, I am streaming at 24.
You have to pretty good computer, but my issue is my internet -- that is why I am not streaming in 1080 :C My comp can 100% handle it though.
If I start getting enough followers I might look into upgrading my internets.

I currently run league at about 35~45 FPS and 60 latency. This is with everything closed except a few third-world programs. Would I be able to stream and still play league no problem?

Nah probably not, if you run it at 35 FPS.
What is your upload speed? That is a major factor of streaming.
