Don't use it. It's the steriod of art - sure it might be great now but in the end, your genitalia (in this case your pride/skill) shrinks.
Furthermore, it's very noticable. And while people might not give you flack for it, anyone who knows their **** will definitely look down on usage.
The only time I'm fine with using it is to fix LQ images (kind of like using steroids to on weak limbs for ostieoperosis (spelling?) patients).

hmm topaz is nice but i rarely over-do it.
usually i have a small setting on Clean and put the layer on 50% opacity. Too much topaz is bad i realized that when i first started using it. I also need to cut down on it. its like a drug.

Best case senario - don't use it. Especially if you're starting out.

You'll usually find that sharpen does the trick better at like 30% opacity.
But you can't really say "Don't use it". Its awesome in improving an images quality :-)
and some signatures actually look nice when overly topaz'd. Only a few though.

The thing about Topaz is that it was made to make photo editing "Simpler". It was made for Real Life images that people wanted to touch up without needing all of the know how to do it. If you look at the examples on the website, they are all real life pictures, not splash arts.
It is supposed to be used limitedly so that it isn't too noticeable on the picture edit, but it can provide some good effects at times.
I mostly use Topaz to fix up a low quality image but I will also use it on my dodge layers occasionally, depending on what I'm going for it can help.
I used to use it in every signature but I do realize that it is too overbearing and actually tends to degrade the signature at times.
That said I'm not going to go and remake my old sigs without topaz, like my Nautilus one:

But in futures sigs I will rarely use it.
