She's basically like a counter-meta top lane, similar to teemo. Really hard to catch and does a fair amount of damage early with her range. I've seen this and it actually works pretty well. I'm not sure about past malady / madred's but I've seen Lulu top pwn Wrath so... ;P

The Bloodthirster and Atma's Impaler were exclusively for Lulu. When I said build her like Teemo, I was trying to infer the use of on-hit item builds.
Oh and the Frozen Heart was meant to be Frozen Mallet. Got the two mixed up. Will edit.
