Naut's ult doesn't put an effect on you at any time, so no. QSS will not effect the charge while it is moving, and QSS cannot be used during knockups. I'm not aware of any ways to fully avoid Naut's ult except to activate 
Zhonya's Hourglass (or die, but that's not exactly useful). Vlad's pool may also work, but I haven't tested it and personally doubt it, similar to how the pool won't remove Soul Shackles or Unspeakable Horror once they're placed.

If you're asking if you can QSS to stop it from following you, no, you can't. If you can outrun it or teleport away, the spell will fizzle though. Using a teleport or long range dash can allow you to escape it (such as Destiny or Paranoia).
I would expect that Sanguine Pool and Playful / Trickster would avoid at least the knockup portion of the ult, if not the damage.
Spell shields like Banshee's Veil, Shroud of Darkness and Spell Shield will block the damage and knockup. Ragnarok will make Olaf immune to the knockup.

I believe the lock-on is not cancelled, but the trail will break any veil it comes in contact with and the final detonation break's the target's veil.
I could be wrong though. I just think of it as a really slow targeted ability. The lock-on doesn't really add any sort of debuff or anything, so it's the particle's effect that gets blocked or negated.
