If you have a specific champion in mind that you enjoy and do well with, I'd go on and buy them, no matter what their price is. You can use the weekly rotation to try out new champions and see which ones you're interested in.
If you just want more variety but don't know who to buy yet, picking up a few 450s or a 1350 is usually a safe option. Even if you don't care much for the champion, you can make back that IP within a few games. The worst that can happen is to buy a 6300 and end up hating them. Try to make sure you try out expensive champions before you buy them.

I preferred to buy most of the cheaper IP champs. However, having a plethora of champs at your disposal isn't always a good thing if you random one that you suck with or accidentally don't select a champion in the allotted time.
To echo PsiGuard, be sure you like the 6300 champ you buy because there is nothing worse than spending 6300 IP on someone you don't end up liking.

Yuck. I think it's nice to save up past 10k, so
it doesn't feel as depressing when getting an expensive

Man, all the 1350 and below champs are just boring as hell to play. Maybe it's just because I've played them so much that they're no fun anymore.
I usually save up until 3150 IP then I'm like "SCREW IT, I'm just gonna buy one of these guys!"

Some of the 450 and 1350 champions are well worth the purchase and are played a ton even at level 30 (
Kayle,
Nunu & Willump,
Jax,
Cho'Gath, etc.) Try out a few of the champions that are recommended and pick one up.
Ashe is another great one for farming in the IP and then buying a 6300IP champion later. :)
