+ he has no escape mechanism aside from his ult(desesperate move).

He is ok, but not at all the best option. Requires early attack speed, his range is quite innadequate. Laning, you can get fed if your support has decent CC (blitzcrank, Taric, Leona) so you can combo your W's stun a bit ala Vayne, but when lane phase ends it becomes ridiculously hard to position him.
His ability scaling makes AD less useful. He has no useful poke as AD, no useful escape (even his ultimate, the cast time is too long). His early game base ad is...probably the lowest in the game. All in all you can go bot with him, but youll be outpicked by corki, graves, kog etc.
Depends what you mean by viable. Do I expect to see him played AD bot in some upcoming tournaments? No. Would I be astounded to see him carry a ranked game? Not really.
TF is a hilariously fun AD carry to play if you get past laning phase. Your Q becomes useless, but he has his own on-hit stun which is quite strong along with a global champion reveal and semi-global teleport. A fed and/or farmed AD TF can very quickly have an impact on other lanes and provides a lot of map presence. His teleport can even be used to escape a dangerous situation if the enemy team isn't close enough to burst or CC you in time.
I think he isn't played AD very often mostly because of his relatively weak laning phase. He doesn't provide the same burst as AP TF, nor does he have access to mid lane (which opens up more opportunities to gank with your ult). He still has a stun, a teleport and a nice AS steroid along with an on-hit magic proc, so AD definitely works.
If you're playing normals, play him as much as you want. I found him to be quite fun, especially since when he was on freeweek last, it seemed I couldn't ever play mid (I own him now though). If it's low-to-mid elo ranked, you can play him if you are a really strong TF (otherwise just pick a traditional AD). I assume he'd be shut down too easily in high elo solo queue, but if you're asking if he's viable, you're probably not at that level anyway.

AD Twisted Fate + Blitzcrank = 7 kills in lane for me. I hate AD TF and I think he's great. He's just boring as sin because as Psi said, Q sucks as AD.
