He was always strong, its just that they bugfixed him as Malphite became a common pick so combined with the fact hes a counter to Malphite he suddenly has become 'OP'.

from what I understand they only nerfed the later rank damage on his flamespitter so it still doe a ******ed amount of damage at the early ranks which was when I thought it was the strongest, but idk, i've never played rumble, I just know his damage is still ******ed strong
