The problem is that Leona generally has no damage, plus if she was top her passive goes 95% wasted. Sure, she can set up ganks really well, so if you have something like Shaco or Lee Sin ganking at level 2 you can get early kills, but she doesn't really need much itemisation to be tough thanks to Eclipse. Would you play her AD or AP? A friend of mine goes RoA/Abyssal/Lich/Rabadon/Zhonyas.

I've found she does damage fine without her passive. And her CC is unrivaled in top lane, which makes her so viable. She can stun all those AD bruisers and keep them from attacking, and she works great during a gank and farms well with Eclipse. And while Eclipse is a nice buff it has an incredibly long cool-down and doesn't provide bonus affects like say Warden's Mail or Frozen Heart. I've been maxing Shield of Daybreak for poke (because it will do about 300 physical and magic damage, not even including Sheen's affect) and Eclipse for more harass or farming.
At first I was building her with Heart of Gold and philosopher's stone and then either a Sunfire Aegis or Frozen Heart, but more recently I've been building an early Wriggle's Lantern and then immediately a Trinity Force. After that I grab Sunfire Aegis and other bulky items that are beneficial.
It would work like solo top Blitzcrank or Alistar: Give your jungler kills every time he comes to gank.

The reason she is played as a support is that she is so cost effective, i've seen and played her top before, shes ok but she doesnt really have the damage to 100-0 people in a timely manner, and she is really easy to outtrade once eclipse is burned.

I just did that in a previous game today. Malphite dives me and I stun him with Q, he pulls off with about 1/3 health then Jax dives, who I stun and then ult and he dies. For whatever reason Malphite decides to dive back in, I Q him in place and ignite then press W for good measure.
I use it occasionally. Her burst pre6 is decently high and often unexpected and can usually net you a kill. As the lane progresses she loses most of her kill potential unless a jungler is ganking and she just turns into a safe farm lane that will give your team a tank later on.
imo it's okay, just you got a useless passive. something that will definitely bug me.

I was thinking of making a Leona guide for solo top, since there are literally no guides for her outside of support. My question for you is Would you be willing to try this build? I've seen a ton of guides get completely trashed because it doesn't fit the "meta". I just don't wanna spend a ton of time and effort on a guide only to see it sink to the bottom because people are too thick to try it before voting.
