If he dodges it by jumping backwards he'll barely be in range even for a 
Leona ult and her E will be on cooldown too.
The way his E works is so ******ed you can even activate it while already being hit by Leona's Zenith Blade and she won't dash to him, so that honestly shouldn't be a problem.

I've legitimatelly never seen a
Leona dash after an Ezreal when he uses his E, no matter if her E had already hit or not.
