Actually, you can report this and one of the admins can check whether there's any proof of the two same accounts being of the same person (looking at things like the IP address that was used to make the accounts etc.). If so, the accounts will be banned.

Having two accounts is per definition against the rules however little will be done if the accounts never cross paths (i.e. vote on the same guides or vote on eachother's guides). If you suspect someone having two or more accounts and they are upvoting their own guides or downvoting others to get higher you should report this to an admin or mod. There is no guarantee that they can prove anything since it's pretty hard to do so, however if they do; they can take action.
Make guide on account 1. Upvote that guide on account 2. Against the rules, should be reported.
Downvote guide A on account 1. Downvote guide on account 2. Against the rules, but difficult to prove, just have to deal with it.
Either way, don't you just track it by IP? I don't see how they are different. Both not good obviously, but what's different on the "finding out who dun it" end? Can really find the dudes who do this over the guys smurfing to downvote?

All I know is I've reported people for having a second account and upvoting their own guides before and action was taken.
Not sure about downvoting the guide of someone else on multiple accounts, but in most threads I've seen that were made by someone who suspected that something like that was going on, nothing really happened. It might be reportable though, like I said, I'm not sure.

Report anything that seems fishy, Matt looks at a lot of different things to see if accounts are the same, he can detect similar accounts even if different IPs are used using various methods.
There is no guarantee he will find anything if, like GMD said, the accounts don't cross paths, but there still is a good chance he will.

even if you have two accounts, it tracks the ip address, so really the two upvotes dont do much good.
