making them cost effective at 5 stacks would be ridicolous and make them viable for almost all characters and champions like lux or lb who do get this item would now be forced to get some quite major nerfs.

Strictly, Mejai's is not actually cost-efficient until 6 stacks. It's almost cost-efficient at 5 stacks, but you've still paid some 18 gold more than its stats are worth as base items. At 6 stacks, you've gained some 144.5 gold more in stats than you paid for. (Numbers taken from some old math of mine at https://docs.google.com/spreadsheet/ccc?key=0AkzF06wI4oFgdEhXdzRlcWxqUkVyNHhreXJnbEhPUkE.)
To compare, Leviathan takes 10 stacks to reach a similar point, while Sword of the Occult also takes 6 stacks.

I calculated it now and after my calculaton
Leviathan needs 67 HP per stack to be as cost efficient as
Sword of the Occult or
Mejai's Soulstealer.

Great, but you haven't made explicit how you decided the values for HP, AP, and AD. And I know that you haven't used the same value numbers I have (see the second page of my spreadsheed), because all of the items are reaching 1:1 cost-to-stat ratios between 4 and 5 stacks rather than between 5 and 6.
