You don't build Ghostblade. At least the old one. You go for
The Brutalizer in order to capitalize on a good early game on some ADs (I never built it, but it's supposed to work well on
Jayce,
Pantheon,
Talon) but you then move on to other items since the bonus from brutalizer to Ghostblade is ridiculously low.
As for comparing to Last Whisper, the first is more effective early game, when armor is still not stacked, and the other mid/late game (depending on what was stacked) in order to bypass some of those defenses.

YG is IMHO not a bad item. It doesn't cost much. It builds from a GP10. I usually get it at Fiora. But I just buy Avarice Blade and upgrade in mid/late game - By that time, AB gave me like 800 gold.
There are two problems with it, IMHO (at least):
1. The flat armor pen makes it - in S2 - a stronger item early game. However, the gp10 component encourages you to get it later on.
2. The reason you don't upgrade Brut to it is because of the champions who rush a Bruty. Many of those are assassins. YG is made for AAchamps/Melee ADCs like Tryn, Fiora or maybe even Irelia. (Granted, might be used for certain Ranged ADCs as well).

I've always played Garen as a winner early game and a psudo-threat later game. You win lane and they fear the **** out of you. That's how SoloQ works. Boots->Brut->FM and then you build some defensive stats and you're golden. You don't need to actually kill people if they're scared ****less of you because you've had such an early game presence.
EDIT: Hell, I might write a Garen guide after the rework of S3 depending on how it goes.
