Cho has some really good sustain because of his passive so its best to just use your ranged form and farm and save your mana for when your jungler ganks
don't listen to this guy.
The way you beat a cho is going ballz deep from level 3 and on. Q that ****er and make him regret it if he doesn't respect your authoritaaah. Remember your AA's do damage too, he's melee wtf should he do to you, if he uses his Q ranged rappel onto him and straight up duel him for the full duration of W, finish off with a Q go human E-W-Q and disengage.
Start with flask and pots.
Elise be broken yo.

Just like everyone said, be a lane bully. A lot of people take some time to realize how much this can cause people problems, even auto attacks will tend to push people back because taking to much sustained damage over time will just end up causing them trouble and they NEVER know if the jungler is around. Harass Cho'Gath and dodge his CC, He's mana hungry in his first few levels so missing something can cause him issues, just harass him with your Q ni human form, and if he's caught out of position, away from his tower, or you hit him with your stun go all in. Cho'gath has a disadvantage until he gets level 6.
Ban out GoodPlays GG
Harass hard with aa's before lvl 3, if you get him to 50% or lower go in with a spider-q and a few aa's. After lvl 3 hit him with a q whenever it is up. Just force him to back down. If he doesn't, he will be jumped upon with spider-q and ignite.

Is it possible to win this matchup? Or I should focus only in cs and don't even waste my mana harassing him?
Thanks, and sorry about the poor english.
