Your build lacks good visuals, especially the items section. Some good stuff here, but I do not feel there is enough effort for an upvote, and enough content to keep me from downvoting.

To boil it down: you want Abyssal Mask after RoA and I want Tear of the Goddess after RoA.

Getting Scepter doesn't help your early game - by the time you finally get 2700 gold need to get scepter, either your or your opponent's turret will be down. Thus, Scepter will only affect your mid/endgame.

You can get Scepter, with 70 AP, 45 MR, and -20 MR on nearby enemy champs.
OR
You can get Archangel's Staff, with 1000 MP (after 9.5 min), 7 MP Regen/5 sec, 60 AP, and 3% of your total mana in AP (usually amounting to ~60 AP in the endgame). With Empowered Bulwark, you also get 250 HP.

Well, what is better for your midgame plays?

If your opponent is an AP laner, like Irelia, Jax, Akali, etc, this is a viable option. However, I prefer rushing Tear due to my mana problems. I like to spam fling in the hopes of getting a kill, so I need the MP to fuel myself. However, if you are a more passive Singed player (which is unlikely, considering that he is a ******* kamikaze boss) or the AP mid player is fed up the butt (which is much more likely), the Scepter is a good way to protect yourself.

Okay, if you're concerned about singed being squishy early game, why take a tear of the godess so early? As singed can max it up at the optimal speed you can build normally for an AP tank, taking ROA with boots and another defensive AP item before building it, so you're not susceptible to being outlaned so hard? Also look at abyssal scepter for AP tank as you get a nice amount of magic resist which is annoying to find as they removed FON and also increases your damage output, combining that with two health items such as Rylai's and Liandry's and an armour item will make you tanky enough late game with about 300+ ap and 4k health.

Leaving the poison on does build up the Tear as fast as possible.

Leave the poison running and it ticks round as fast as possible.

Good build which focuses on how to play mid game which is an area that I am having lots of trouble with... well more than the rest of the game!

For starting items I am wondering about using a flask and then the mana regen item that builds to the tear.

That way we start to build up that mana longer. I was wondering if we just have poison on would that add 4 mp each 3 secs? Or do we have to turn it off and on every 3 secs to max out the extra MP early?
