It exists, but only the pleasant chaps are left to tell the tale ;).
As for the name, I just threw some nouns in until one passed. I believe it was first trickery, then tactics, then tactic, and then strategy.
I had Strategy on both my US and EU, but I have not touched the US one for so long that it has probably become available.
