The Q can 3-hit (Almost) everything mid to end game.
Anyways, Your build is great for all around enemies, mine is easily counterable by just building magic resistance.
I love the AP build. I've used it in over a dozen games in ranked now and I have never lost my lane (57% win at the moment). Also, you should add that you can substitute Malady for Wit's End when your opponent starts stacking MR because it's much more effective. I've found that the AP build works best if play offensively and push your lane extremely hard after 6 (shroom well) and continue to do so through mid-game. Just communicate with your team and let them know what they're doing so they don't engage in any 4v5s. This is a pretty strong carry build, IMO, if played well. +1

since liadry's torment doesnt work with teemo's E, which is his main damage i would suggest skipping it. but since your guide is mentions pro "poke" i guess you can keep it for poking with Q but i think that is focusing on the wrong aspect of his kit. yes it works with his ulti to get double damage, but again not main damage of teemo, especially after they nerfed the damage of his mushrooms.
as for your "ap" build that is pretty much just a hybrid teemo build since you do not build much ap other than rabs and you put it off till mid to late game, buying 3 full items before it, which isnt the best itemization
i also ran a hybrid teemo for the longest time, but i found rushing damage over atk spd helped round out the build a bit better since it made your Q devastating early game. but rushing a phage early can help you win lane hard, its really all to preference, which is why i wont downvote this even tho i believe it has many issues with itemization.
I completely understand what you are saying. Like I do seriously understand what you are saying. I built this in the perspective in starting as a farmer with less AP but then it progresses to more AP. I considered putting a Rod of Ages as starting with it's Health/Mana/and pretty good AP for Teemo starting. I've considered a lot of things.
One of the things about builds you're not always going to agree with it just because everyone has a different perspective. My perspective is starting off as a more farming then goes into AP stated above but seriously it's how you want to make the build. This is stuff that can't be typed, you are just going to be like why did he build this instead of that? I completely understand you and that's why guides don't fit some people. Truthfully a lot of people don't go off of guides because if you are building a starting farming perspective like me and you normally play offensive AP build right off of start, this build will not work for you as well. I understand you completely and this is why I am still building it, it's not complete I believe I need to add more sections that actually start off full AP or full AD rather than start off with Runaan's because that is a farming item. I hope you understand what I said above, some of it might seem confusing. Thanks for taking your time to comment and I appreciate it a lot.

i like this build and play it often. only diff is i swap Nashor's with Ruunan's Hurricane for the super great farming capabilities. good build +
That is a good reason. But Nashor's Tooth is a more offensive item which is why I get it first, also it does give you attack speed so you can farm early too. Another reason why I build this first is because the mana regen and cooldown reduction allow you to place your shrooms more often without running out of mana as fast. Thanks for sharing!
