Jungling is rune+mastery dependent. You need (Typically) 9 in the defensive or more and armor runes. Voli requires a **** ton of attack speed to clear fast, and you must likely don't have attack speed blues or armor yellows being only lvl 25.


You won't stay evenly levelled as a tank jungler. In all honestly aiming to keep on par with your bot lane is about the best you can hope for.
Also, the S3 jungle killed Alistar as a jungler, his clearing is just too slow now, he falls behind super fast.
Basically, focusing on ganking. Don't be afraid to leach lane exp when you're ganking and try and cover lanes when you can. (free gold + xp, yum yum) As a tank jungler clearing is not your strongest trait so don't worry overmuch about it, make sure you know how to make your CC count and try and find the most cost efficient build paths you can to offset your lower income.
Simply put: it doesn't matter (early game at least) if you're underlevelled if the only fights you get into are 2v1 or 3v2. If you know when to help your team out with a gank and if you're good at communicating then you as a player offer a lot of power to your team by helping with global map awareness. (buying a sightstone is amazing for your team because you can put wards all over the map easier than a support can)

cool, thanks. and after i hit thirty and built a rune page and a couple different mastery pages, i started jungling heavily. Now I realize how complicated jungling really is, and how time sensitive it is. using time efficiently is basically the biggest thing i've learned about jungling, and just like a hockey goalie, everyone like to blame you if they cant quite fulfil thier own roles. "if i had a decent gank once in a while" pisses me off, usually comes from a top laner who pushes the **** out of his lane. in doing it, i learned a bit more about the game, and have had an easier time playing other lanes by allowing my jungler to do his job when possible.
And now that i'm not just tanking, i've picked up a few other jung champs that are really fun to f*** with thier jungler in draft pick. Yi and lee sin counter jungle, soo much fun.

It's great that your picking up this information by jungling that shows you have good insight. What you need to remember is that certain champions clear the jungle much faster than others and that should be the biggest variable to consider while you are jungling. Which set-up is the fastest on each champion and which champion can I clear it the fastest with?
The easiest way to test item paths is to create a custom game by yourself and see how fast you can go from blue to red, level 1 to level 4. Time yourself and try to beat your own record. Once you find the most efficient method then you'll be best prepared to play real games. This might seem like a step back since you're not in a real game but trust me it can improve your performance by a good margin. You won't have to worry about counter jungling and the chat window.
Also, a good rule of thumb is if you can't completely solo the jungle to level 4 then you're build is lacking.
Check my mastery/rune pages on C4 Lasty. They are clearly labeled. I suggest playing junglers that are a bit more in the 'meta'. Voli is due for a rework because he doesn't really excel in any role. Alistar clears too slowly to be an effective jungler. Rammus is a bit weak all game. Try junglers like Maokai, Malphite, and Chogath. Nocturne, Lee Sin, and Hecarim are great too though they aren't as tanky depending on how you build them.
If you want to go the tank route, play
Malphite and
Amumu. You can play sub-optimally with those two and not get too far behind. You will also still be able to contribute in the end game even if you do fall behind.
