Yes. My strategy is to keep enemy at bay. I mentioned that I almost never use Q because I am attacking long distance most of the time. Q passive is good though for AS, but I have runes and masteries that already increase my AS by 32%. Plus the Phantom Dancer's 50%, the attack speed is fast enough through mid game. I find that Q has too short a range to be useful in creating any significant damage anyway.

If enemy come too near, I use E to scare them back. With maxed E, they are slightly damaged but slowed a lot. I find that when enemy is slowed by E and they keep pushing, it is easy to kill them because your are going to give him 300-400 damage (mid game) per hit. Don't really need the extra Armor Penetration or damage from Q. If you can't kill him, flash or ghost away.
