Sorry if what I said was confusing, I just was suggesting you dinstinguish your core items from your full build.
I really do love AP Kog, I mean Kog in general is one of the most fun/adorable champions out there. So naturally, I have played with him a lot, both AD and AP (surprisingly AP is my forte), so I figured I would say a couple of things.
First of all I just wanted to let you know that the tier 3 boots are actually called Enchantments, not Enhancements. That is a bit unfortunate because you spent a lot of effort making the banner and everything, but I wanted to let you know. :(
Secondly, I think you should actually reduce your "core build" to about 3 or maybe 4 items, because having it at 6 items might be kind of confusing when the situation might arise when you need an alternate item but don't know what to switch out. "Core items" means that these items should always be in every game. So that's a bit of advice.
Particularly in your build, I noticed some item choices I was a bit suspect about. It was mainly because in your core build of 6 items, I didn't really know where a Void Staff would fit, and often Kog's damage late-game is severely hindered by more than 100 ~ 120 magic resist. While you won't always need one, more often than not, my last item is always a Void Staff because of tanky dps and carries with Runic Bulwark auras and Guardian Angels.
Also if you choice of Rod of Ages and Lich Bane. I noticed you didn't have a description for Rod of Ages so you may have just accidentally left it in the choices at the top, but RoA requires a lot of resources early on, and I find that Kog needs these resources for items like Tear of the Goddess, and generally Rylai's will supply all the health you need.
Lich bane; while I completely understand the reasoning for getting it, part of me shys away from it. In order to make it useful, you need to get it late-game so your AP will let it do lots of damage, and by that time, you are a semi-squishy AP carry against who knows how many tanky dps. Sure for the 8 seconds your Bio-Arcane Barrage is up, you have fairly safe range, if you try to use the Lich bane procs when you don't have it up, you will most certainly die. An item that will only be really helpful for 8 seconds just seems suspect to me. Normally I prefer the Unholy Grail because it allows me to spam my ult and Void Ooze with the amazing cooldown reduction and mana regen, which allows me to stay very safe, and get off a lot of Rylai's procs from a safe distance. But this is just my experience, what do you think?
As for the build itself, it is a really nice start, but maybe if you expended on your opinion on why you choose certain runes, items, masteries, etc. it would help flesh out your own particular version of AP Kog.

It was a bit long, but i appreciate the feedback :P As for the enchantments bit, thanks for reminding me that they're actually called Enchantments XD i must've just unknowingly started calling them Enhancements, so i'll probably just continue to call them that .-. That shouldnt be too bad XD For the tip on the core build, thanks and i'll change it up right away :) Rod of Ages, I'll put an explanation into my items chapter, but i do agree with you and i don't really recommend getting it on Kog either.
Now let's talk Lich Bane. I personally love this item, because of Bio-Arcane Barrage's range and you did point out its duration of 8 seconds, but in those 8 seconds you can often tear one of your prime targets, e.g. their AD Carry out of a teamfight with the added damage. Lich Bane also allows mages to shred through towers, most of the time you'll end up dealing more damage to towers than your AD Carry. On top of that, you'll be able to poke towers with ease using Bio-Arcane Barrage and Lich Bane. Thanks again for the feedback!
