Is she viable
I bought her too my first impressions:
I like her, but I think you really have to play her defensively. So you should lane with more aggressive teammates. Her Aqua Prison needs to be timed ahead of their actions, kinda like Galio's Stone Smite you have to predict where they are going to go. It's also a decent escape tool when you are being chased.
I don't think Nami is all that strong and can use a buff. Not really on her damage output but her support abilities could use a little more power. An example of that would be Ebb and Flow. I think the heal on it is a bit low and the bounce isn't so great at times.
Nami's ulti is ok, you shouldn't use it unless the enemy completely commits. I have used it in team fights and it has saved my teammates a few times.
Her damage buff is really good.
Why do people pick Nami over others? Well she has some good ranged skills that are both offensive and defensive at the same time. Many other supports don't have this, they either have flat offensive or defensive abilities.
In the end Nami isn't bad but is not the best pick if you have weak team composition. I think she's really overlooked by most people but she's pretty good. She just takes time to learn which is something most people don't want to do.

i think she might be one of the better supports to run in an aoe lockdown comp, but otherwise she's just a bit to fishy for me.
