Hes still quite frequently played. His recent popularity has gone down because of the hype about quinn. But no seriously quinn's popularity is through the roof. Once Zac gets released, graves' popularity should start coming back up again.
Graves is still quite a strong pick. With the right support (
Leona or
Thresh e.g.) he can easily get a point blank
Buckshot, which deals unrivaled damage. I'd say the ONLY thing that has made him lose popularity is that kill lanes in general have lost a lot of popularity. Graves has good burst, but his poke leaves something to be longed for. With the lane presence of poke bot lane compositions, kill lane supports like leona have fallen out of favor, and in this light, graves has too (a bit)

He's still fine. 10% isn't that bad, Tristana and Draven are both at around that too and the site says it's about average.

it's because of the range
graves is all about damage and that phase of the meta is over now
we have caitlyn, ezreal, and varus as top AD picks because of their range, utility, and excellence in a 2v1 lane
while graves is amazing in a proper 2v2 scenario, he lacks competitive viability because it's a little harder for him to punish the enemy top laner since his attack range is so short (UNLESS you play one of blaze's strategies and run graves+lulu and do nothing but push and take tower)

I bought him a few days ago. (Even though I predicted he'd be in free week I was like "I will get him anyway so whateve.") And I must say, to use effectively you need good skill, for an example his smoke screen has some of the best utility in the game but you need to know how to use it since unlike a regular blind it only blinds people inside it. On top of that like all adcs you need to play with someone who has good synergy with you in lane.
Like how recently me and my battle brother have been doing a fun stradegy we do out of habit where he runs up and flings somebody (Usually support due to being closer.) as Volibear and I then I melt the adc when the are distracted trying to help the support by giving the a good "Hello" Buckshot to the face.
Unless the support is really squishy, the adc is too far away, or I am low health where I just bushshot the support and in terms of the latter I also Quickdraw out.
