the turret buff happened because it made people play too aggressive, you can still turret dive just not constantly
and never once have i got someone down to half hp by using E with ghost and double buff early game, you do know it has a cap at around 100ish with the extra AD you get from ghost, thats not half hp to a lot of people, i mean if you wanted to max E first then maybe youll do half their hp but most people dont max e first on hecarim
and the W nerf is weird, not as bad to early as i though other than im used to the old cooldown

This is making you look very stupid, I'm sorry. It doesn't happen in solo queue often, but in competitive play it happens like almost every game.
its not the "dumbass running the solo lane" its the pro players running two people against the solo lane
in most cases its adc and support top against the top lane bruiser, the jungler hangs around up there and takes the turret in 3 minutes, with the same thing happening bottom lane and whoever gets it first gets the dragon

if tower diving becomes too risky, you promote passivity. and then you make turrets stronger against siege minions, which also promotes passivity because it takes longer to down the turret. which means laning phase lasts longer.
