No it does not... Nothing ignores cataclysm. It is treated as terrain just like anything else.
Sometimes, if you have very high MS or in a animation that causes your champion to move quickly cataclysm will "miss." Effectively, it will try to generate terrain in the same space you are occupying at the time because you moved farther than anticipated during the cast time. It's a flip of the coin whether you are glitched inside the ring or out.
It's a bug that really needs to be fixed.
Since Phantom Dancers add move-speed it increases the likelihood that this glitch will happen. But it has nothing to do with the ignores unit collision tech on the item.
I've seen people claim the same thing about lightning rush, move quick, and lots of other MS steroids. It's all the same deal.

A tank that can't bring the hurt gets ignored.

I've never seen anything "break" J4's cataclysm, I know you can use pillar to pop people out of cataclysm.

If you position it right
Vault will go over it too, I believe. Fun side note, if you use perfect timing it can also be used to avoid
Urchin Strike, since fizz has to dash THROUGH an enemy champ, and vault bounces off and away before it can hit.
