And you only read aswell what you want, it seems. Riot clearly stated that they find Sions in his actual form outdated and underpowered. So they will change him anyway in the next time.
Riot doesn't know **** about what makes a champion underpowered or unbalanced, they know very little about balancing at all, release nocturne, release Cass, release Rengar, Viktor, etc. Just because Sion isn't OP now doesn't mean he won't be OP later in a different meta or after other champions take the nerf bat.
This is my new Version of Sion. Some drastical nerfs were added aswell.
Q: Just the AP-ratio got lowered.
W: The AD-Scaling was removed and the AP-Scaling by 10% lowered, but for that, the bonus HP ratio is now 10%. This should make this spell even better on Bruiser Sion.
E: It now has an extra magic damage ratio, which is 15% of AP. This should give Sion uses even after he used his full combo and make this skill more attractive for AP.
R: Most of the ratios got drasticially lowered. They are now in a more realistic way. This way, the gap closer also shouldn't be a problem anymore. And hey, the spellvamp gives him now nice new build options, as it is special and works with on-hit magic damage.
I saw something the other day where Riot is torn between turning Sion into a straight up undead juggernaut, or make him more of a lich. Either way would be way cooler than the current "Im a big dude with an axe that nukes people with my shield? if my shield holds up!"

Riot's working on him, he's just complicated. They have two distinct ideas of what they want him to be, and either one will piss off everyone who likes Sion as he is, so their taking their time with it.
