At any rate:
@Passive;
"If off Cooldown, Vincent expands his attack to deal all his damage(any factor factored in) from this attack in a cone in 600 range in front of him. Not affected by CDR. The type of damage is the same like to the original target. Damage reduction to this is only factored by the first target."
600 range is just as much range as an Ashe auto attack, that is pretty much.
Considering that at lvl 18, this effect only has 4 seconds CD, you can stomp your enemies hard, a bit too hard.
Oh, and remove the passive effects from W and E that strengthens this effect even more :O
@Q;
"The enemy can't see where it lands, but they here the sound of it."
This says enough :P
@W;
It's okay :P
Though I am not sure the dust is a minion/pet or an effect :O
@E;
Sounds hilarious, dunno if this will be balanced though.
@R;
Sooooooo cliché, there are already so many ultimates that have a lockdown/aoe CC.
We have enough of these.
Overal;
Passive OP for sure, so is the Q, having invisible abilities is not funneh :O
W is fine, E I am not sure of.
R is overused.
Honestly, I would not want to see this champion in the league :P

Vincent the Shadow
Passive: Ghostblade
If off Cooldown, Vincent expands his attack to deal all his damage(any factor factored in) from this attack in a cone in 500 range in front of him. Not affected by CDR. The type of damage is the same like to the original target. Damage reduction to this is only factored by the first target.
(example: you hit a minion with low armor and mr and the expanded attack hits a
CD: 15-6 seconds depending on level.
Q: Ghost Cannonball
Active: Vicnet orders his ghost ship to fire an invisble ghost cannonball, which needs 1.5 seconds to hit, at the battlefield. Upon hitting the ground, a water fountain comes out which knock everyone hit by it up and deals magic damage. The enemy can't see where it lands, but they here the sound of it.
AoE radius: 175
W: Icy Ghostdust
Active: Vincent summons an icy ghostdust, which damages and slows people in a 200 AoE. Lasts 2 seconds.
E: Ghost Teleport
Active: Vincent teleports an enemy or himself 1 sec back in time to get to the place where the target stand 1 second before. Disrupts channeled abilities.
R: Ghost Ship
Active: Vincenct orders his mighty Ghost Ship, the Black Pool, to crash after 2.5/2/1.5 seconds into the field of justice. in an area of 350 AoE, it stuns everyone hit by it and deals maximum magic damage. If hit between 700 and 350 AoE, it slows the targets and deals lower magic damage.
The basic idea of this champ is from Kunkka, Dota 2. He has strong abilities but they are really hard to hit. And he got the big blade of doom.
