League of Legends (LoL) Question: Is it better to get scaling rather than the Pure one?

Is it better to get scaling rather than the Pure one?

I know the runes depend on what Champion you're gonna use, but I am only starting and I'm nearing level 30, is it better to get Scaling runes for AP and AD.

I'm just considering my build for my early stages of playing level 30. And I can't seem to choose what runes to get since I can't get them all in one go. I still need to earn IP for it :/.

The only scaling rune you should buy is Greater Glyph of Scaling Magic Resist. Here's a list of general runes that everyone should own:

Greater Mark of Attack Damage <--- AD casters/AD carries
Greater Mark of Armor Penetration <--- AD casters/AD carries with lower AD scaling
Greater Mark of Magic Penetration <--- AP mids/poke supports
Greater Mark of Attack Speed <--- Some junglers

Greater Quintessence of Ability Power <--- AP casters
Greater Quintessence of Attack Damage <--- AD casters
Greater Quintessence of Gold <--- Supports

Greater Seal of Armor <--- Universal seals, reduces damage from minions and autoattacks as well as physical damage abilities

Greater Glyph of Magic Resist <--- Against AP champion
Greater Glyph of Scaling Magic Resist <--- Against anyone else

Here are some situational runes you don't necessarily need:
Greater Mark of Armor <--- Pick on some supports who don't take armor seals

Greater Seal of Gold <--- Situational pick on some supports
Greater Seal of Scaling Health <--- I never use these. Some people take them midlane though.

Greater Glyph of Ability Power <--- Situational pick on some AP casters

Greater Quintessence of Armor Penetration <--- Very situational pick for AD casters who have high base damage and don't want AD quints.
Greater Quintessence of Movement Speed <--- For moving faster than your opponent. Analysis here.

Yeah; it's worth mentioning that lifesteal quints are actually inherently scaling because you buy more AD/AS/crit throughout the game. I actually run 4% lifesteal on my ADC page now.

Greater Quintessence of Lifesteal has become pretty popular on ADCs somewhat recently. It really helps if you start Doran's Blade since it helps you sustain yourself. They're not as universal as the other one's Satella listed, but if you main ADC then they should be considered.

To elaborate on why scaling runes suck: runes make the biggest difference early game. That early game advantage can get you first blood to let you snowball later on, so flat runes are inherently "scaling" by making it easier for you to farm and to win lane, whereas scaling runes counteract themselves by making your laning phase weaker.

Greater Glyph of Scaling Magic Resist works because in a lot of lanes you don't really take significant magic damage, and by the time teamfights happen, the MR you get from scaling glyphs exceeds the ones from flat glyphs.

scaling runes beat flat runes after lvl 11 or so(i'm not sure about the exact value. it most likely depends on the rune type). before this mark, flat runes are better.

a rune page that is good on pretty much every ap mid champion is flat magic penetration reds, flat armor yellows, flat mr blues and flat ap quints. you can also use ms quints on pretty much every champion.

for adc, take flat armor penetration reds, flat armor yellows, flat mr blues and flat ad or flat lifesteal quints.

there are also secondary and primary runes. when you look at the runes in the shop and compare the runes, you will see that a ap blue rune gives more ap than an ap yellow rune, so you need to take this in consideration, too.

you should have saved money for runes from lvl 15 on, so that you could have bought them at lvl 20 btw ;)
i know that there is a good rune guide somewhere on this site for more in-depth info like all the primary rnes and other stuff(at least it was there when i made my first rune pages).

    hope i could help!

Don't need to but it's recommended for last-hitting purposes, arp works well especially with the current doran's start.

If you're using lifesteal quints you need ad reds.
