Would you like to see (the balanced version of) Quscy in the League of Legends? :D
Maybe add cooldown on that passive, otherwise without flash noone will be able to excape his bumper car of doom XD (Could make it fun to revolve his kit solely around movespeed though)

Seriously though, I like it up until the part where it says "dies with him". This would make the move never be used just cause everyone'd be horrified of accidentally giving out a double kill.

E:Good initiate tool + all yordles need airborne projctiles :D
R: Would the needles also be placed during his E? I could see that being a very good way of blocking off an enemies escape route (or at least punishing them for running).
Overall: Ratios seem fine considering armor is usually built over mr. Could really see this guy working as a support ( adc hops in, shield + needles + rocket charge = DAMNNNN(Extra points for yelling "here's DRAVEN!!" when adc appears outof nowhere XD))
Movespeed also pushes him towards being a good jungler aswell, abit like hecarim/rammus.

I prefer a trail of banana peels. And instead of being slowed, enemy Champions that step on one of them bananas will "slip" (New CC effect: Not a stun, but will devoid a Champion from doing anything else until he gets back up), it takes 0.5 second for them to stand back up. Champions can only slip once every 2 seconds.
Another hybrid champion who will end up being built pure AP because the AD scalings suck.

I would change the damage on Rocket Charge to 80-260. Dealing 300 damage PER hit, even at max level, and I'm assuming it's a target area, which means AoE, is too strong. And I'd tone the reactivation to a space of 3-8 second after the initial launch, unless it has a ridiculously long range.

I made on of these a while ago on a blog, now I remade the champ to be more qualified (I think :P). It's supposed to be a yordle sitting in a racing kart :D
Without further or do, let's look at the abilities!
Passive: Bumping master
When Quscy collides with enemies during his movement, they will be knocked aside and will be dealt physical damage based on Quscy's AP (30%), bonus AD (40%) and MS (20%). This may apply once every 10/8/6 seconds on the same target.
Q: Hop on!
CD: 20/18/16/14/12 seconds
Mana: 20
Passive: Quscy gains an increased bonus movement speed of (6/8/10/12/14)% permanently
Activated: Quscy screams towards his allies, allowing one of the allied champion to hop in (right click).
As long as they are in the cart, they are invulnerable, but once the passenger uses any kind of action, they automatically hop off the vehicle.
If Quscy dies while having a passenger, the passenger dies with him.
W: Hi-Tech
CD: 15 seconds
Mana: 60/70/80/90/100
Passive: 10% of Quscy's total AP becomes AD, 30% of Quscy's bonus AD becomes AP. Passive does not stack with itself.
Activation: You gain a shield which equals 50/100/150/200/250 +100% of your total AP
Each time the shield get's hit, the enemy damage dealer gains 10/20/30/40/50 + 40% damage based on Quscy's bonus AD in physical damage.
Shield lasts for 8 seconds
E: Rocket Charge
CD: 18/16/14/12/10 seconds
Mana: 80
Activation: Quscy fires 2 rockets at a targeted location dealing 50/75/100/125/150 +30% AP +40% bonus AD magical damage each.
Re-activation: Quscy rushes to the spot where the rockets have been fired.
Bumping master applies to the enemies along the way.
Reactivation may only apply within 2 seconds after the rockets have been launched.
R: EMERGENCY!
CD: 90/75/60 seconds
Mana: 100
Activation: Increases Quscy's movement speed by 50% and leaves a trail of needles everywhere he moves for 15 seconds.
Enemies who stand on the needles gain 75/150/225 +30% AP +40% bonus AD physical damage every 3 seconds and are slowed for 50% of their movement speed.
Discussion: As you might've noticed it is a very very experimental champion. The main idea behind this champion is to create a hybrid champion that is in a racing kart :P. I have no idea whether you consider this OP or UP, but whatever you do feel, feel free to leave a comment down below and I will look at it, and maybe change a few things :3.
